Bold Tights - Fashion Statement or Fashion Screw-up?

I was leaving my apartment building this morning and got a look at this:

Black and white stripes are one of my favorite things.  However, in 1" stripes, in an ankle tight, I might have to not have it be one of my favorites anymore.

Runways are filled to the gills with flashy tights, but do they translate well to the street?
